This can happen due to natural variations in hair length or because the braider may have used smaller sections of hair at the beginning of the cornrow. 

It's also possible that some hair strands may break or split during the braiding process. If you want all your hair to be the same length within the cornrow, make sure the sections are uniform, and take care to avoid excess tension on the hair, which can lead to breakage.
